MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS-TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services. To achieve the objectives, MSH is looking for District Cluster Coordinator.
Overall Responsibilities
The District Cluster Coordinator (DCC) will be responsible for supporting planning, coordinating, implementing all BEBAS-TB activities at the district level especially those related to multi-sectoral engagement and strengthening budget allocation for local TB elimination. In addition, the DCC will contribute to the monitoring and evaluation of the project activities.
He/she will maintain good relations with all stakeholders in their area including their respective districts clusters. Under the guidance from the Provincial Manager, the DCC will work under the coordination of the Provincial TB Coordinator of its designated clusters with other district staffs of the BEBAS-TB team.
He/she will be responsible for maintaining strong relationships with the District Government Offices, including District Government Secretariate, District Health Office, BAPPEDA, and the DPMD, as well as building and maintaining relationships with cross-sectors stakeholders in the respective district clusters.
Specific Responsibilities
- Establish and maintain good relationships with all BEBAS-TB partners at the district level, particularly the local government and legislature, civil society organizations, as well as programs from other donor agencies. related to multisectoral engagement and strengthening local TB elimination budget allocations.
- Under the coordination of the Provincial TB Coordinator, the DCC is responsible for supporting planning, coordinating, implementing, as well as contributing in monitoring and evaluation of all BEBAS-TB related activities in the designated district clusters, particularly those related to multisector engagement and strengthening budget allocations for local TB elimination
- Close coordination and collaboration with cross-sectors stakeholders at the district level including the District Health Office.
- Provide necessary technical and organizational and other support and regularly coordinate with the district offices, Puskesmas, sub-districts and kelurahan/villages, and BEBAS-TB partners (subawards, subgrants) to address district-level implementation issues, barriers, or challenges related to multi-sectoral engagement and strengthening budget allocation for local TB elimination.
- Under the coordination of the Provincial TB Coordinator, prepare necessary documents such as TOR, budget, minutes of meetings and other related documents for advocacy and domestic resources mobilization as well as other activities in support to the Provincial TB Officer, DTC, and DDA
- In lieu of the Provincial Manager and the Provincial TB Coordinator, support in liaison with provincial-level stakeholders
- Together with the entire District team, support the Provincial M&E officer and DDA to monitor key indicators of activities or operational research activities.
- Contribute to the development of the district and/or provincial quarterly and annual reports, including coordinating with the Provincial M&E officer to identify relevant data sources.
- Proactively support and provide recommendations to BEBAS-TB provincial and national offices on effective ways to implement good practices to advance the project objectives and intermediate results, including as part of the phased scale-up of district and sub-district expansion.
- Together with the district team, help identify capacity building needs of project staff and district stakeholders’ supporting the Provincial Training Specialist.
- Ensure the efficient use of resources to implement technical activities and with the District Project Associate ensure compliance with the BEBAS-TB policies
- Perform other activities as assigned by the supervisor.
Qualifications:
Education:
- University degree (S1 degree or equivalent) in Medicine, Nursing, Public Health, Pharmacy, Laboratory/biological Sciences, development studies or a similar field.
Experience:
- Minimum five years of progressive experience in project implementation with at least three years experiences with development/health sector
Knowledge & skills:
- Understanding the concept of public health generalist in Indonesia preferred especially TB (Tuberculosis).
- Effective communications and diplomacy skills for implementing complex interventions with government and private sector audiences.
- Strong organizational skills and Excellent time-management, problem-prevention and problem-solving skills
- Knowledge of TB program implementation preferred.
Competencies:
- Native speaker of Bahasa Indonesia, proficiency in English
- Based in one of the coverage districts.
- Communicate effectively verbally and in writing to all levels of staff and management, outside officials and agencies, and the public, expressing ideas and instructions clearly and concisely.
- Sound knowledge of MS Office programs and possess the capacity to quickly learn and use related IT applications.
- Demonstrated ability to work as part of multicultural team.
- Must be a self-starter, with a high degree of responsibility to project outcomes with minimal direct supervision.
- Ability to work effectively, professionally and tactfully with a diverse workforce, team leaders, senior staff, and outside companies and public agencies.
- Possess a work ethic that includes neatness, punctuality and accuracy.
- Ability to work independently and to exercise independent judgment.
- Ability to ensure adherence to applicable laws and regulate a diverse workforce.
Physical demands:
- Travel requirements (Occasional travel to Jakarta),
